NEW DELHI: The women and child development ministry is all set to expand its online complaint system for cases of sexual harassment at workplace to non-governmental organisations. The online complaint management system called "Sexual Harassment electronic-Box (SHe-Box)' which was launched in July for registering complaints related to sexual harassment at workplace was applicable to women working in or visiting central government departments. Now it will be extended to non-government work spaces too.
It is learnt that between July and now around 15 complaints have been received directly on the SHe-Box. The cell monitoring the helpline and the online complaint system don't see this as a small number. Infact, officials feel these 15 complaints pertaining to different government departments reflect and reinforce that the problem of sexual harassment at workplace is indeed a serious concern that needs to be checked and the culprits punished.
As the process works, once a complaint is submitted to the portal, it is directly sent to the Internal Complaints Committee of the concerned ministry or department. Through the SHe-Box portal, WCD as well as complainant can monitor the progress of inquiry conducted by the ICC. This is followed by regular follow-ups to see if the set-out timelines under the law for such cases are being adhered to. Those who have already filed a written complaint with the concerned Internal Complaint Committee (ICC), constituted under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, are also eligible to file their complaint through this portal.
Now the WCD ministry is all geared up to extend SHe-Box to non-government work spaces. On Tuesday the ministry is planing to share the road map on how it will be extended and monitored.
According to data shared by the WCD ministry in July, Government of India is the largest employer in the country employing 30.87 lakh people to carry out its various functions. As per the Census of Central Government employees, 2011, women constitute 10.93% (3.37 lakhs) of the total regular Central Government employees.
