Cops lax in probing cases of Dalit atrocity: Activists

Jaipur: Representatives of the All India Dalit Mahila Adhikar Manch met Rajasthan DGP Ajit Singh with a list of 15 cases of assault involving Dalit women. While most of these cases were registered this year, one was from 2015 and one from 2016. In almost all the cases, police failed to make much headway in investigations.

None of the 15 victims or their kin has so far received any compensation, the Manch claimed. Under the SC/ST Prevention of Atrocities Act, as amended last year, there is provision of minimum compensation of Rs 8.5 lakh to survivors of rape or acid attack. There are 47 categories of offences under the Act, for which compensation ranges from Rs 1 lakh to Rs 8.5 lakh.

In a case from Rathodon-Ki-Dhani in Chohtan, Barmer district, a 30-year-old woman who was gang-raped by two men committed suicide in July, as her rapists allegedly threatened to kill her family. Although the two men were later arrested, seven others accused of threatening the family and forcing the woman to commit suicide remain at large.

Gudamalani (Barmer) Circle Officer, the case's investigation officer, said, "I have submitted the file to the SP, and have been informed that it has now gone to police headquarters in Jaipur."

The woman's father-in-law told TOI that he accompanied the group of activists along with his son, the woman's husband, to meet the top cop. "DGP told us he would expedite matters and see to it that the policemen who have been negligent of duties are punished. He has assured us action in three days," the father-in-law said. The group met the DGP on Monday.


DGP Ajit Singh could not be reached for comment over the phone, while queries to his official email address sent on November 2 remained unanswered.


In a case from June 2015, a 10-year-old Dalit girl, who was out picking rags at Pilibanga in Hanumangarh district, was lured to an isolated spot by two men, one of whom is named in the FIR as Sunil Sharma, and was raped. The family has received no compensation, claimed the Manch. Additional SP Nirmala Bishnoi, the investigation officer, said, "Sunil Sharma was found but medical examinations and DNA tests did not nail him. We have some visual evidence but have not been able to trace the other accused. It's true, it is two years since it happened, but we have not been able to trace the accused."


"DGP Ajit Singh heard us out and assured us that action would be taken. We hope he will keep his word," said Suman Devathiya of the Dalit women's group, who compiled the information from different districts before approaching the police chief with a delegation.
