Officials to pay Rs 500 fine for a plaint delayed at CM Window

GURUGRAM: Huda has passed an order to deduct the salary of officials if they delay clearing complaints filed by citizens online at the CM Window. The decision was taken in view of rising numbers of pending cases in the public property management (PPM) system, an online system for processing applications of people for work related to the development body.

The PPM system was introduced in Huda after the Haryana Right to Service Act was passed in 2014. It covers 14 services mentioned in the Citizen's Charter. Under this system, an allottee's file is submitted at a single window system, following which complainants get an ID and password with which they can track the movement of the file on Huda's official website. Huda's PPM system is also linked with the CM e-dashboard, through which the chief minister's office can monitor how long a case is pending.

Following complaints on the CM Window that the Citizen's Charter was not being implemented properly, Huda's chief administrator had directed all estate officers in 2016, to monitor implementation of the Citizen's Charter in their jurisdictions and ensure that services of Huda are delivered within stipulated time.

The citizen's charter was prepared under Haryana Right to Service Act, to fix a time-frame for delivery of services provided by the government department, and to fix accountability of officers. But it failed to produce the desired outcome. Despite repeated directions from senior officials, large numbers of files have still not been cleared within stipulated time.


Huda has issued repeated directives to minimise pendency on PPM and to deliver services on time, as per the Citizen's Charter. "The Huda chief administartor has been minutely monitoring PPM pendency, and has viewed delayed dispersal of applications on the online portal seriously. Despite repeated instructions, no serious effort has been taken," said estate officer 2 Vivek Kalia.


Kalia said officials were more concerned about explaining their reasons for the inaction. "It's additionally directed to the Huda accounts department, to deduct Rs 500 per application from the salary of the concerned official for inaction, despite repeated instructions," said Kalia.


As per the rule, in case of undue delay in providing a service, the authority can impose a penalty of up to Rs 250 per day, subject to a maximum of Rs 5,000, on the designated officer. There is provision for compensation of Rs 1,000 to an applicant. The commission can also impose a fine of up to Rs 25,000 on officers for their failure in providing the service on time.
