Telangana government mulls sewerage, storm water drain systems for all Urban Local Bodies

Govt mulls sewerage

HYDERABAD: Barring the Greater Hyderabad Municipal Corporatiion (GHMC), almost all the Urban Local Bodies (ULBs) across Telangana lack proper sewerage and storm drainage system. And with no plans in place yet, the situation looks grim.However, the state government is mulling over having a sewerage and storm water drainage system plan in place by preparing detailed project reports for the ULBs with World Bank assistance. The Telangana Government received a loan from the World Bank for Telangana Municipal Development Project. The project is aimed to improve urban services in ULBs of Telangana and build the capacity of ULBs to develop and manage urban services.  

State government has invited expression of interest for preparation of Detailed Project Reports (DPRs) for sewerage and storm water drainage system in the ULBs in four packages. Presently, there is inadequate sanitation and wastewater management in ULBs. In most of the towns in the state, there is no sewerage system or it covers only a part of the town. In all the ULBS, either the septic tanks discharge effluents into the road side drains or the sanitation aspect is covered through the twin pit pour flush latrines or through the community toilets built by authorities.

Letting out sewage directly into open drains, nalas have become a public health hazard which needs to be integrated into the overall framework of comprehensive sanitation and sewerage plans. 
Certain ULBs are taking up tertiary and secondary sewers in pie cemeal manner based on their immediate priorities and local pressures within the available funds, without having a comprehensive outlook and without proper treatment and disposal of sewage.

Detailed Project Reports to be prepared
The detailed project reports (DPRs) would be prepared through a consultative process (with the ULB residents) for providing universal access to sanitation for all the ULB residents, safe collection, treatment and disposal of sewage, sludge in an economic, environmental friendly and sustainable manner, with special emphasis on new and innovative technologies to optimise the project implementation period.
For sewerage plans, the selected consultant would study and analyse the problems in implementation and O&M of existing, under-implementation sewerage facilities in the ULB s and document lessons of experience for application in the current assignment. 

Also, they will conduct a household community survey to list out households with toilets, septic tanks and leach pits and also create awareness among the community on proposed sewerage system. 
Under the storm water drainage, plans would be prepared aimed at preventing flooding of the city thereby minimising occurrence of damages to public, private properties and public life.

Breakdown of packages 

Package-1: 13 ULBs for under ground drainage (UGD) and 15 ULBs for storm water drainage (SWD) covering eight districts 
Package-2: 18 ULBs for UGD and SWD covering six districts 
Package-3: 19 ULBs  for UGD and SWD covering nine districts 
Package-IV: 18 ULBs  for UGD and SWD covering six districts
