A Chinese national was arrested from Manipur for not possessing Protected Area Permit (PAP.) He is the third Chinese national to be arrested from Manipur in the month of October without PAP.
On Wednesday 34 year old Liu Peng was arrested by CID, Special Branch, from Tulihal International Airport, Imphal, Manipur at 9:50am.

Peng, was departing from Manipur for Mumbai via Kolkata. He had entered Manipur on October 22 from Bengaluru via Kolkata. The case is being investigated stated a CID official.
Prior to this He Xiong of Xinshao Province and Liu Zinxin of Shen Zhen Gaudong Province of China were arrested from the Foreigners' Check Point at the Tulihal International Airport on October 7. Both were not in the possession of PAP.
The had arrived at Manipur on October 3 from Kolkata. Other travel documents including Passport and Visa were found in their possession.
They were remanded to police custody from October 7 to 10. Later an Imphal court released them on October 11 after levying fines of Rs. 10,000/- each.
Prohibited areas are classified areas where foreigners are not allowed to travel without PAP. However the Ministry of Home Affairs (MHA,) Government of India, has relaxed this system for Manipur, Mizoram and Nagaland till December 31, 2022.
The MHA has announced that relaxation has been made on "Protected Are Regime" under Foreigners (Protected Areas) Order, 1958 for these states with effect from December 31, 2017 till December 31, 2022.
The MHA has further stated that if there is any kind of obstruction in carrying out the rules and regulations, the Central Government will have the liberty on the revision of relaxation.
The three states were first exempted from the regime on January 1, 2013. This exemption was further extended for two years from 2014.
However the exemption is not applicable for Chinese, Afghan and Pakistani nationals. Violators are punished under Foreigners Act.
