NEW DELHI: Union Law Minister Ravi Shankar Prasad is expected to highlight the government’s initiatives like ‘Digital India’ and ‘Jan Dhan’ accounts when he addresses the Commonwealth Law Ministers meeting in the Bahamas next week.

A host of issues including cyber laws, climate change/climate justice, independence of judiciary and threat of terrorism will be discussed at the meeting in Nassau, which will play host to law ministers and attorneys-generals from Commonwealth nations from October 16 to 19. Officials in the know said the Indian law and IT minister will use the platform to discuss the need for “rule of law strengthening through technology.

He is also likely to talk about the benefits of digital inclusion, using the Narendra Modi-led government’s initiative of direct transfer of benefits and the opening of 300 million ‘Jan Dhan’ accounts.

Since 1983, law ministers and attorneys-general of small Commonwealth jurisdictions have been meeting every three years to discuss common challenges and experiences. The last meeting was held in London in 2013. The officials cited earlier said Prasad is also expected to discuss ‘telelaw’— an initiative recently launched by the law minister which allows poor and underprivileged people to approach lawyers appointed by the government for pre-litigation advice.

The Indian government has made use of its 270,000 common service centres in Uttar Pradesh, Bihar, the North East, Kashmir and other states for offering free legal advice. As per latest government data, some 3,000 poor people have received free pre-litigation advice. Also on the agenda is the issue of pro-bono lawyering. The use of information and communication technology to curb promotion of terrorist activities and planning will also be addressed at the Commonwealth meet.

Prasad is likely to highlight how India has been a significant victim of terrorism and that the international community needs to stand united against this. He will also discuss on how information and communication technology can be insulated from terrorist threats. The meeting will also take up the issue of climate change and climate justice.

The need to make a concerted effort to eliminate child marriage will also be discussed. The ministers will also take up the issue of independence of judiciary. Prasad will illustrate how independence of judiciary is an integral part of Indian polity. The meeting will also take up the need to make cyber laws more stringent.
