Kayani Bakery, two others told to shut shop for ‘operating without trade licence’

Popular Kayani Bakery, which has been in the business for 62 years and is known for its Shrewsbury biscuits and Madeira cakes, was told to shut down by the Pune Cantonment Board (PCB) two days ago, allegedly for not obtaining a trade licence since 2006. Two adjoining restaurants — Kwality and Bagban — were also given the same order, after a joint inspection was conducted by Sub-area Commander and PCB President Brigadier Rajiv Sethi, along with Defence Estates’ officials.

Dr D N Yadav, CEO of PCB, said the Station HQ had received complaints about these establishments, which are located in the cantonment’s bungalow area. The premises were rented out by the centre on an old grant basis (long lease), where commercial operations were not allowed.

While Kayani Bakery remained open on Wednesday, owner Pervez Kayani refused to comment on the issue. Advocate Dara Irani, representing the bakery, said they have not received any written order yet. He added that they have, however, sent a letter to the Defence Estates Office (DEO), seeking a No Objection Certificate (NOC).

According to Irani, while there were several properties on a perpetual lease (endless) for residential purposes, the property where Kayani Bakery was located was leased for commercial reasons in 1930. “We have informed the authorities concerned and sought an appointment with the DEO in this regard,” he said.

Meanwhile, officials at the Defence Estates said the property was listed with them and an inspection has been conducted. “At this stage, our office is not concerned with the notice, asking establishments to close down. However, if we are approached by appropriate authorities to initiate an action, it will be done as per the merit of the case,” said officials.
