The plan mooted by the BCCI is to create a reserve fund for Test players, money for which is to come from the IPL auction.

BCCI treasurer Anirudh Chaudhry has put in a proposal to be taken up at the board's financial committee meeting on Friday, which is expected to take care of the financial needs of Indian cricketers who are not regulars in all three formats and play for the country in just one format.

Earlier, India captain Virat Kohli, reportedly raised the issue, before Champions Trophy 2017, of the financial condition of cricketers who were regular members in just one format, along with domestic players who just took part in tournaments other than the cash rich Indian Premier League (IPL). It seems the BCCI is now willing to take steps to remove this concern of Kohli.
According to a report on CricketNext, a BCCI official said that the afore-mentioned concerns of Kohli were valid as IPL ensured good money for those who played in it, leaving those not having an IPL contract in a disadvantageous position.
“Just prior to the Champions Trophy, then head coach Anil Kumble had proposed a pay hike plan for centrally contracted players that also spoke about the captain getting paid extra for his role as leader. That is when Anirudh spoke to Kohli about the matter as it was hard to believe that a team-man like Kohli would be on the same page as Kumble on the captain getting paid extra for discharging the captain's responsibility. In fact, Kohli went on to say that every player's interest should be taken care of, but especially those who play just one format should be priority," the official was quoted as saying.
The report said that the plan was expected to not only take care of the Test specialists such as Murali Vijay or Cheteshwar Pujara, but also take into account the Ranji players.
The plan is to create a reserve fund for Test players, money for which is to come from the IPL auction. Shedding further light on the proposal, the official said, “We will have a cap on the fee for uncapped Indian players and foreign players. The franchise is free to bid for the player to any extent, but the player will only get what is allowed as per the cap and the rest of the money will go to the fund.”
The official also said the move is also expected to correct the image in a young cricketer's mind that playing T20 leagues is more rewarding than Test cricket.
However, the official claimed the move would not see the light of the day unless the Committee of Administrators (CoA) approve it.
