Bhopal: IAS officer Rajiv Sharma soon after joining Samanya Pichhda Alpsankhayak Adhkari Karmcharai Sangh (SAPAKS) on Sunday lashed out at the state government for allegedly delaying promotions of officers.

The unexplainable delay in promotions is hitting officials irrespective to their castes. Some officials even had to retire without promotions even. If this practice will continue administrative system of the state will collapse, said Sharma citing his reason for joining the outfit

Sharma stated that he had not joined SAPAKS to confront the government but to raise the issue which needs to be addressed without much ado. He said that the officers would become inactive if they were not given timely promotions which are not only their right but also a tool for encouragement.


Sharma joined SAPAKS at a meeting held at Narmada Bhavan in Tulsi Nagar, on Sunday. He is the first IAS officer to join SAPAKS. SAPAKS protests reservation in promotion, an issue which is pending with Supreme Court. SAPAKS president Lalit Shastri said they have two wings SAPAKS-Samaj and SAPAKS(officials).He said that they have three-point agenda. “Firstly we are against reservation in promotion. Secondly, we are for rationalisation of reservation policy; reservation should be on economic basis not caste basis. We are also for rationalisation of atrocity act,” he added. Shastri said, “Rajiv Sharma, IAS, has joined us. He is first IAS to join and he has been made patron of the SAPAKS.”

After High Court decision to revert officials who have been given reservations in promotion, state government took the issue to Supreme Court so it is still pending there, Shastri added. Earlier, SAPAKS has decided to observe April 30 as ‘Nyay diwas’ (Justice day), May 10 as a ‘Kala diwas’ (Black day) and June 12 as ‘Dhikkar diwas’ (Reproach day) every year to register a protest against the state government’s decision to challenge the decision of Jabalpur High Court in which the 2002 Madhya Pradesh Rule was declared null and void. The rule provided for reservation to SC/ST officer and employees in promotion in government jobs.
