Indore: With Devi Ahilya Vishwavidyalaya (DAVV) vice chancellor Dr Narendra Dhakad applying for 35 days leave, speculations are rife on who will hold reins of the university till his return. While some believe that Dhakad will be leaving the charge to his loyalist Prof Anil Kumar, Madhya Pradesh Vishwavidyalaya Adhiniyam has something else to tell.
As per Act, the vice chancellor does not have authority to give charge of his office to anybody when going on long leave, as the right rests with the chancellor of the university. “The VC can give his charge to a professor only in case of short-term leave. If his leave is for longer period, the chancellor shall nominate a person for the VC’s office until the VC returns,” said former registrar RD Musalgaonkar.
The Act reads: “In the event of the occurrence of any vacancy including a temporary vacancy in the office of the VC by reason of his death, resignation, leave, illness or otherwise, the rector and if no rector has been appointed or if the rector is not available, then dean of any faculty or the senior most professor of the teaching department nominated by the chancellor for that purpose shall act as the VC until the date on which the VC himself enters or re-enters, as the case may be, upon his office.”
As the DAVV does not have a rector, chances are thus the chancellor would nominate either senior most professor from the UTD or dean of a faculty as vice chancellor of DAVV till Dhakad returns. Dhakad is leaving for America on a personal tour on October 7 and will return on November 12.
In 2012, the then vice chancellor Prof DP Singh had also gone on a month’s leave. At that time, the chancellor had given charge of his office to Prof Rajkamal, who was the senior most professor of the UTD at that time.
