MCI asks IMA to help implement unique registration numbers for doctors

NEW DELHI: The Medical Council of India has written to the country’s largest body of doctors to help digitise India’s registry of doctors through a unique registration number similar to AADHAAR as part of its ongoing e-governance initiative.

The move is expected to help doctors practice in different States without seeking different licences across borders and also create a comprehensive database of specialists in different areas of medicine here.

MCI has asked the Indian Medical Association (IMA) to inform all doctors registered with the council’s Indian Medical Register (IMR) of a transition to a new Unique Permanent Registration Number-based (UPRN) system.

IMA is expected to inform doctors that they are required to apply for a UPRN number under this current system and circulate documents to help them do so, according to the letter dated September 28, which ET has seen.

UPRN numbers are expected to be generated for approximately 10 lakh existing records in IMR, according to the letter.

IMA has over 2.15 lakh doctors as members through over 1,600 active local branches across the country.

“To successfully implement the new UPRN based IMR system, all the doctors in India, is to be informed about the new…system,” stated MCI’s letter to IMA.

“On implementation of the system, the existing registration numbers of the doctors shall be migrated to a standard system of UPRN. Doctors shall also apply online for additional qualification registration in IMR like PG, super specialty, etc,” it stated.

MCI’s initiative is part of its ongoing Digital Mission Mode Project (DMMP).

“Right now the registration (of doctors) is manual in each state. All of that now would become digital and this would be maintained in a central database,” said a senior government official who wished to remain anonymous.

According to another person close to the development, MCI has reached out to IMA due to problems implementing the initiative on its own.

MCI has been in contact with its State councils for information to update its database and implement the UPRN system, but IMA would be able to facilitate more up-to-date information, the person told ET on condition of anonymity.

“It (the UPRN system) was announced when the DMMP project was started, but because MCI was finding it difficult to implement it…that is the reason it had to approach IMA now,” said the person.

The system would be somewhat like an AADHAAR card for doctors, so that they don’t have to keep registering themselves when they move to practice in another state, the person added.

“With the same number, they (doctors) will be able to practice all over the country. It would also help MCI build a live register so that it will have an idea of how many specialists of what kind India has all over the country and the documents will be easier to maintain,” the person said.
