Madras HC stays TN govt order on dual nativity certificate

The Madras High today stayed the order of the relating to the use of dual nativity certificate that enabled students from outside to get admission into medical colleges in the state.

A division bench of Justices K K Sasidharan and G R Swaminathan here granted an interim stay on the G.O dated June 23, 2017, on a PIL filed by Palanivel Thiagarajan.


The PIL sought suspension of admission to MBBS courses in the state colleges till the prayer regarding dual nativity certificates was resolved.

The bench also ordered issuance of notice to the Tamil Nadu Health Secretary.

The petitioner submitted that the state has failed to see the consequences of its order dated June 23, which helped students from Karnataka, and join the medical colleges in the state in view of more number of seats.

There is proven case of 34 students from Kerala, and joining the medical colleges in the state using the dual nativity certificates despite their low rank in National Eligibility-cum-Entrance Test (NEET) based list, in their respective states, but high rank in Tamil Nadu, he alleged.

Citing an example, the petitioner had claimed that Nirmala Anne, who had scored 3129th rank in and 514th rank in NEET, got admission into Stanley Medical College in Chennai after she secured 160th rank in

"Such admissions should be checked.... There should be measures to check admissions using dual nativity certificates," Thiagarajan had said.
