The “Rangoon Gazette” in reviewing the administration of the Lieutenant-Governor says: Sir Harcourt Butler has more than fulfilled the great expectations which were founded on the appointment of so distinguished a member of the Indian Government to the youngest of her provinces. Sir Harcourt Butler has approached his task in Burma from the standpoint of what Americans would call a real live man of business and he has his reward in the gratitude of all classes and most sincere regret of all at his premature departure.
