Andhra Pradesh Chief Secretary Dinesh Kumar has termed as “unconstitutional and unilateral” the action of the Telangana Government in removing Deputy General Manager and two others officials of the Telangana Division of the still undivided AP State Finance Corproration (APSFC) in Hyderabad saying they were of Andhra Pradesh origin.
In a letter sent to Rajiv Mehrishi, Secretary, Union Home Ministry, on Wednesday, Mr. Kumar said the DGM, G. Venkateshwara Rao, had been working in the Telangana division of the APSFC ever since he was allocated to the division on June 9, 2014.
But on April 25, 2017, Mr. Rao was suddenly removed along with two other employees. His cabin was locked, telephone connection cut, and his computer removed, besides withdrawing other facilities.
Mr. Kumar pointed out that the scheme for division of the APSFC between the two States had been sent to the Central Government on January 21, 2016, and it remained pending.
The APSFC was awaiting approval but, in the meantime, the three officials were removed in an arbitrary manner.
On receipt of relieving orders, the Managing Director of the APSFC had sent a letter on April 26, 2017, requesting the Joint Managing Director of APSFC, Telangana division, to withdraw these orders as these were not in accordance with the scheme of division submitted to the Central Government. But the Joint MD did not respond.
“The action of the Telangana division is unconstitutional as employees cannot be discriminated based on their origin and place of birth. They ought not to have repatriated when the division of employees is approved by the Board of General Body and is sent to the Government of India for approval,” Mr. Kumar said in the letter while requesting the Union Home Ministry to issue instructions to the Telangana Government to take back these three employees and pay them salaries from the date of relieving them.
