Issue of gazetted, non-gazetted officers and group four employees hangs in the balance

Division of employees between Telangana and Andhra Pradesh continues to be an arduous task for the officials concerned notwithstanding the agreement reached between the two States on exchange of employees who opted for respective States.

While allocation of major chunk of staff between the two successor States was completed by the C.R. Kamalanathan Committee constituted by the Central government, the issue relating to reallocation of gazetted and non-gazetted officers and group four employees still hangs in the balance. According to officials, there are 117 gazetted officer cadre employees who opted for AP working in Telangana while the number of their Telangana counterparts working in AP is 13.

The number of non-gazetted officers opting for AP, but working in Telangana is 61 while it is 240 in respect of those who opted for Telangana and working in AP. A major chunk of close to 800 group four employees hailing from Telangana are working in AP while the number of their counterparts hailing from Andhra Pradesh working in Telangana is just four, according to officials. The number had been finalised in the backdrop of an agreement reached between the two States for exchange of equal number of employees of the same cadre.

Going by the agreement, uncertainty prevails over the transfer of 179 Telangana origin non-gazetted staff working in Andhra Pradesh and 104 gazetted officer cadre staff of Andhra Pradesh working in Telangana. Complicating the situation is the fate of over 790 group four employees of Telangana nativity working in the neighbouring State.

Senior officials of the General Administration department of AP said an official panel constituted to resolve the impasse and evolve criterion for selection of the employees who would be transferred as part of the exchange had given its guidelines. The same had been sent to AP Chief Minister N. Chandrababu Naidu for his approval. Meanwhile, officials are also busy finalising the dates for convening the Chief Secretary-level meeting between the two States so that a broad policy could be evolved on the transfer of these employees.
