Moots formation of State Vigilance Commission

The Administrative Reforms Commission (ARC) in its first report submitted to the Chief Minister Pinarayi VIjayan has suggested the formation of a State Vigilance Commission modelled on the Central Vigilance Commission.

A press note issued here on Thursday said the commission had recommended the setting up of a Vigilance Directorate in the State. A separate law needed to be put in place for the formation of the commission and the directorate.

For the State Commission to be effective, it needed to have powers and a structure suited to exercise those powers. Now, very often discrepancies in the procedure meant that innocents were crucified and the guilty got away. In order to prevent this, the commission called for a re-look at the existing Vigilance procedures.

The commission had readied a draft law for the formation of the State commission and the directorate. In addition to the detailed structural break up of the proposed commission and directorate, the report listed the changes that needed to be made in the investigation procedures of corruption cases, the press note added.
