Government soon process the establishment of 20 'Institutions of Eminence'

The Government would soon start a process for establishment of 20 higher educational institutions as the 'Institutions of Eminence' in the country.

These institutions will be established either by upgrading the best of the existing universities and colleges in the country or as a brand new higher educational institutions from the proposals to be coming in from the private sector.

The plan is to establish a total of 10 such institutions in the public (government) sector and the remaining 10 in the private sector.

All public and private universities are eligible to apply for getting declared as an 'Institution of Eminence,' subject to the conditions stipulated under the scheme.

“Private institutions of eminence can also come up as greenfield ventures. Process for establishment of 20 Institutions of Eminence under the scheme will soon be initiated,” official sources told DH.

The Union Cabinet recently approved the enabling architecture and regulations for establishment of these 'Institutions of Eminence,' which were which were initially conceived as to be declared as the 'World Class Universities.'

These institutions, to be set up under special regulations, will be given a complete financial and academic autonomy in their functioning so that they gradually attain a “world class status” in their quality and standard as well as figure in list of 500 top universities of the world in ten years and 100 top institutions of the world “eventually.”

“An empowered committee comprising at least three members will soon be set up to look into the applications for either declaration of a public institution as the Institution of Eminence or establishment of a brand new private higher educational institution as the 'Institutions of Eminence Deemed to be Universities” official sources said.

The Appointments Committee of Cabinet (ACC) will approve the constitution of the said empowered committee by the UGC.

The Centre will provide a fund of Rs 1000 crore for a period of five years to each of the 10 public institutions to be declared as the 'Government Educational Institutions of Eminence' under the scheme.

Though these institutions would be costly with higher tuition fee than other institutions in India, it would not remain out of the reach of meritorious students.

“The regulatory architecture provides for a mechanism for financial support by the institutions so that the meritorious but poor students do not lose opportunity of studying in these institutions due to lack of finances,” official sources said.
