Focus would be on legislating important Bills

The seventh session of the 14th Kerala Legislative Assembly beginning Monday will be fully devoted to legislation, Speaker P. Sreeramakrishnan said here on Friday.

Apart from replacing the nine Ordinances that were promulgated since the last session, the government is scheduled to introduce several other important Bills during the 13-day session. While 10 days are earmarked for legislation, two days have been allocated for private members’ affairs and one for supplementary demand for grants.

The opening day of the session will see the introduction of the Kerala Medical Education (Regulation of admission to private institutions) Bill and the Kerala Cooperative Societies (Amendment) Bill. The Kerala GST Bill and the Kerala Motor Vehicles Taxation (Amendment) Bill are to be introduced on the second day.

Other Bills to be presented during the session include the Kerala Maritime Board Bill that was returned by the President for reconsideration, Kerala Higher Education Council (Amendment) Bill, Kerala Panchayati Raj (Amendment) Bill and Kerala Clinical Establishments (Registration and Control) Bill.

The legislature secretariat is organising a seminar on GST on Monday evening. Experts from other States are also expected to participate.

Mr. Sreeramakrishnan said the legislature secretariat was working on a mechanism to collect suggestions and feedback from the public about the Bills introduced in the House. An online system was under consideration and the modalities were being worked out. The government was expected to take cognizance of the feedback and make amendments accordingly.

Replying to questions, the Speaker said the Governor was within his constitutional rights to seek information from the Chief Minister on the means adopted by the government to curb the violence reported from several parts of the State. He said there was nothing to indicate that the Governor was imposing his authority on the government. The meeting between the two reflected the good relations between the government and the office of the Governor, he added.
