The government move to alienate 10 acres land for the 2BHK houses in Karimnagar town poses a threat to the only Frozen Semen Bull Station (FSBS) in the State.
FSBS plays a crucial role in the ‘White Revolution’ by providing quality frozen semen doses for artificial insemination of milch animals. The station houses bulls with superior germplasm from Germany and Denmark, among others. No human habitation is allowed within the bio-secure zone of one km radius round the centre to protect the germplasm.
Further, the FSBS is the only bull station recognised by the Government of India with grade ‘A’ because of its bio-security measures. It has allocated funds from the World Bank under the National Dairy Plan-I to strengthen the facility and increase bull strength and increase frozen semen doses collection.
Political convenience
In March this year, Minister for Finance Eatala Rajender at the behest of local legislator Gangula Kamalakar had performed bhumi puja on the FSBS premises for the construction of double bedroom houses, Ambedkar Bhavan and a Shaadhikhana without any allocation of land by the Animal Husbandry department.
Special Chief Secretary Suresh Chandra issued a memo number 1020 dated April 1, 2017 instructing Karimnagar District Collector that the lands of FSBS should not be allocated to any other purposes to maintain bio-security and protect the bulls from getting infected.
However, the same officer issued another memo number 1602 dated June 19, 2017 allocating 10 acres of FSBS lands for the construction of double bedroom houses, Ambedkar Bhavan and a Shaadhikhana. He also informed the Collector to construct compound wall around the land so as to create a physical separation from FSBS.
Biological hazard
Expressing concern over the state government contradicting its own statement, the officials of FSBS fear that the construction activities for human habitations would pose serious threat to the bulls from Germany, Denmark and other states of the country with superior germplasm housed in the FSBS.
Flaying the state government for its changing stand, Lok Satta district president N. Srinivas said that he had written a letter to Chief Minister K. Chandrashekhar Rao to cancel the allocation of FSBS lands to housing scheme. He also said that they would approach the High Court if the government fails to stop allocation of land to human habitations.
