The Mysuru Urban Development Authority (MUDA) on Tuesday released a provisional list of site allottees for Rabindranath Tagore Nagar (R.T. Nagar), bringing to a close an exercise that began 20 years ago.
The list has been put up on the MUDA notice board and on its official website (www.mudamysore.gov.in). Aspirants have 10 days to file objections to the seniority list or the allotment/ non-allotment. After this, the MUDA will constitute a committee to hear and dispose of the objections within two weeks.
Subsequently, the allotment letters will be issued and mailed to the site allottees, who will have 90 days from the date of receipt of letter to pay the balance amount.
This is also the single largest allotment of sites by the MUDA in recent years, with 1,683 sites released on the basis of seniority to 38,583 people who had applied for R.T. Nagar; in all, there were 88,000 applications bending before the authority. The MUDA’s last site allotment was in Chamalapura in Nanjangud and Lalitadrinagar during 2011-12.
MUDA chairman R. Dhruvakumar and commissioner N. Mahesh, who released the list, said that out of the 1,683 sites, 631 plots were of 20 x 30 ft dimension, 705 sites of 30 x 40 ft, 276 of 40 ft x 60 ft, and 71 of 50 x 80 ft.
Cost increase
The MUDA was forced to increase the cost of sites because of increase in compensation paid to the original land owners and cost escalation owing to delay in completion of allotment. As a result, the cost of a 20 x 30 ft site went from ₹1.36 lakh to ₹1.59 lakh, that of 30 x 40 ft went from ₹3.8 lakh to ₹4.4 lakh, and that of a 40 x 60 ft site rose from ₹10.11 lakh to ₹11.72 lakh. The cost of a 50 x 80 ft jumped from ₹19.01 lakh to ₹22.45 lakh, Mr. Dhruvakumar said.
According to officials, the allotments were done following the prescribed norms of reservation — 50% of the sites (841) were allotted to applicants from the General category; 2% of the sites (34) to backward classes; 6.55% (110 sites) to the Scheduled Tribes; 16.2% of the sites (273 sites) to Scheduled Castes; 7.75% (130 sites) to ex-servicemen; 5% (84 sites) to State government employees; and 2% (34 sites) to the physically challenged.
In addition, 3% of the sites (50) were reserved for H-category allotment (reserved for people recognised for their distinguished services or contributions to the fields of arts, music and science among others).
In all, the MUDA has carved out 2,270 sites, of which 1,683 have been allotted. As many as 47 sites have been given to 19 farmers in lieu for surrendering their land.
‘Model’ layout
R.T. Nagar — which is located off the Outer Ring Road and has been described as a model MUDA layout with wide roads and ample open spaces — has been a work in progress for 20 years.
The preliminary notification for acquisition of 801.14 acres was announced on July 27, 1997. The government approved the project on February 28, 2000, and the final notification for acquisition of 274 acres was issued on March 29, 2001. Finally, 217.38 acres were awarded on February 4, 2003.
The MUDA took up development for the site and incurred an expenditure of ₹73.18 crore. The land acquisition cost ₹63.3 crore, taking the total expenditure on the project to ₹136.48 crore.
