Lieutenant-Governor Anil Baijal on Friday approved a notification of the Delhi Development Authority (DDA) to declare 95 villages as “development areas” under the Land Pooling Policy (LPP).
The move is aimed at boosting housing projects on rural land, the Raj Niwas said in a statement.
After approving the notification, the L-G tweeted, “Approved notification of 95 villages as development areas of DDA. Push for affordable housing, social & physical infrastr. needs of Delhi [sic].”
The L-G office said the 95 villages had been divided into five zones - K-1 (20 villages), L (30 villages), N (21 villages), P-II (23 villages), and J (1 village).
Previous rule
Building houses on agricultural land in these villages was not allowed earlier as the LPP was not in place.
The DDA’s Master Plan Delhi (MPD) 2021 proposes construction of 25 lakh housing units by 2021, for which 10,000 hectares of land will be required.
The LPP agencies will develop infrastructure such as roads, schools, hospitals and community centres on part of the pooled land in these villages and return a portion of the plot to the farmer who can later execute housing projects with the help of private builders.
Conditions imposed
According to the government, if 50 acres of land and above are pooled by the DDA, the land-owning agency will have to return 60% of the land to the farmer.
In case the land pooled is five acres, the DDA will have to return 48% of the land, said officials.
