The Ministry of States and Frontier Regions (SAFRON) and the National and Registration Authority (NADRA) agreed to begin documentation of illegal nationals which is considered as a 'carrot- and- stick -policy for illegal nationals.

A Memorandum of Understanding was signed between the Federal Minister of SAFRON Lt. Gen. (retired) Abdul Qadir Baloch and Chairman Nadra Mobeen asking illegal refugees to get them registered.
