New Delhi: Just a week after the home secretary level talks between India and the United Kingdom raised prison facilities and reforms as a point of concern in the extradition process, the MHA has written to all states and union territories to implement certain changes for an effective prison administration system.

The ministry of home affairs (MHA) has suggested that the nomenclature of the Prisons Department be changed to “Prisons and Correctional Administration,” which should have integrated prison, correctional and probation services.

“Every state should establish a welfare wing under Prison Department comprising welfare officers, law officers, counselors and probation officers. In order to ensure basic uniformity in prison rules the existing prison manuals need to be revised by adopting the provisions of Model Prison Manual, 2016 prepared by home ministry,” the MHA said in a statement.
