The Civil Aviation Requirement on handling of unruly passengers is being reviewed in view of the frequent cases of unruly passengers being reported in the recent past.
According to an official statement, three levels of unruly behaviours have been defined -- Level 1 disruptive behaviour; Level 2 physically abusive behaviour; and Level 3 life threatening behaviour.
If a Level 1 offence is proved against a passenger, then a no-fly ban for three months has been proposed. Similarly, if a Level 2 offence is proved, then a no-fly ban of six months has been proposed, and a Level 3 offence if proved would result in a no-fly ban for 2 years or more without limit, says Secretary R. N. Choubey.
According to the statement, the airlines will maintain a database of such passengers, which will form a National No-Fly LIst of unruly/ disruptive passengers.
