A shirtless man who climbed onto the roof of Victoria's Government House has been restrained and arrested by police.
He was removed from the building by the MFB high angle rescue team about 10am – more than two hours after he was first spotted – and restrained in a stretcher.

He will be taken to hospital for assessment.
Emergency services were called to the scene in Melbourne's Royal Botanic Gardens about 7.45am on Monday to reports of an intruder on the roof.

According to an MFB spokeswoman, the man is believed to have mental health issues and was threatening self harm.
It is unclear whether he was trying to break into Government House.
Hours after the incident, Premier Daniel Andrews
told reporters there would be a full investigation of the incident.

He said there would be money for a security upgrade at Government House in Tuesday's state budget with $11.5 million going for securing government buildings.
"We have for some time been doing quite intense work around security arrangements at Government House and a number of other government buildings," Mr Andrews said.

"This governor really does run probably the most open Government House we've seen for a long time. There are so many people visiting there, it needs to be the safest precinct possible."
Part of the funding will go to the perimeter fence at Government House.

The Critical Incident Response Team arrested the man just before 8am.
Government House is the official residence of Victorian Governor Linda Dessau.
The Governor's Standard flag was not flying from the flag tower on Monday morning, indicating Ms Dessau was not at home at the time of the security breach.
A Government House spokeswoman confirmed the Governor was in Singapore on an official visit.
"The Governor is appreciative of the swift response from emergency services," the spokeswoman said, declining to comment further.
