She said the Centre "needs to ensure" that instructions it gives are implemented in letter and spirit by the Chief Secretary of the Union Territory of appointed by the Centre.

She also stated as irregular the transfer of Municipal Commissioner. The remittances of employees in PSUs and cooperative societies to their accounts were defaulted.
