Bihar to become open defecation-free state by 2019: Minister

The has set an ambitious target to make the state open defecation-free by 2019, a minister said today.

The state has decided to provide assistance of Rs 12,000 to all those Above Poverty Line (APL) families under Lohia Swach Abhiyan scheme for construction of toilets as part of its target to make the state open defecation-free by 2019, Rural Development Minister Shrawan Kumar informed the legislative assembly.



He was replying to a debate on his department's budgetary allocation of Rs 9717.48 crore for 2017-18 which was subsequently passed by the ruling benches amid walk out by the opposition members at the fag end of the day's proceedings.

Kumar rued that the Centre has left out large number of poor families from coverage under the Swach Mission (Rural) as their names did not find a mention in the BPL list and said that eradication of open defecation will not succeed till all these families were included in the list and provided with assistance for construction of toilets.

The Rural Development Minister said the state was providing assistance of Rs 12,000 per family under Lohia Swach Abhiyan for construction of toilets in order to reduce the number of those people defecating in the open.

Painting a grim picture of hygiene condition in rural areas, Kumar said that that out of 2.13 crore families residing in rural areas, a staggering 1.60 crore families did not have toilets in their houses which was a matter of concern and added that the state has decided to expedite toilet construction on war footing by involving the elected representatives of panchayats and zila parishads.

On the positive side, the state has made one sub-division, 13 blocks, 526 gram panchayats and over 3000 villages open defecation-free, he said.

Kumar said that the Centre's Namani Gange scheme (for cleanliness of river Ganga) has also been put to use for setting a target of making 12 districts located on the banks of the sacred river and added that it has been decided to make 61 blocks, 307 gram panchayats and 473 villages of these districts open defecation-free and out of that 170 villages have already achieved the target.
With pollution posing threat to human life and

environment, the Rural Development Minister said funds under Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) was being put to good use for tree plantation and as many as 45.40 lakh saplings have been planted in the current fiscal.

In the backdrop of the Centre taking a firm stand for seeding of Aadhaar card to enable the people to avail financial and other benefits under various socio-economic schemes, Kumar said that as of now 8.47 crore people have been brought under it.

Referring to implementation of Pradhan Mantri Awas Yojana (Grameen), he said the Centre had initially given a target of 4.76 lakh units to in 2016-17, but later relented on the state government's request by sanctioning another 1.61 lakh units to take the total number of rural housing units to 6.37 lakh in current fiscal.

The list of beneficiaries has to be made on the basis of socio-economic caste census, 2011, he said.

The Rural Development Minister said that the homeless families get an assistance of Rs 1.20 lakh in 27 districts under the Pradhan Mantri Awas Yojana (Grameen), while those residing in 11 districts affected by the naxal activities get Rs 1.30 lakh per unit under the Integrated Action Plan (IAP).

Kumar said that the empowerment of women has been a priority agenda of the Nitish Kumar which has thus far set up 5.80 lakh Self-Help Groups (SHGs) under Jeevika scheme and has set a target to increase it to 10 lakh by 2018-19.

Out of 5.80 lakh SHGs, 3.20 lakh SHGs have been linked with banks for credit, while another 2.50 lakh SHGs will be linked with banks for credit up to Rs. 2000 crore, he said, adding that the Jeevika sisters were coming handy in helping out poor women to find out self-employment through a number of economic activities.

"1748 Jeevika sisters of have provided training to SHG members in other states like Uttar Pradesh, Rajasthan, Assam and Jharkhand fetching an honorarium of Rs. 23.94 crore," he said.
