Niti Aayog to rank states on energy efficiency
NEW DELHI: India’s policy think-tank, Niti Aayog, will soon rank states on the basis of energy efficiency, a move which will help India achieve its international commitment of lowering energy consumption.
This will be sixth in a series of indices which the Niti Aayog had introduced for states over the past two years –– the others being health, education, water management, agricultural reforms and digital transaction.
A senior government official told ET that the Aayog is now contemplating to rank states on the basis of how efficiently they consume energy. The initial rounds of discussions have already taken place.
The first such ranking, to be called the State Energy Efficiency Scorecard, would be in place only by the middle of this year. This annual exercise will motivate states to compete for the top slot by significantly improving their energy efficiency.
The Aayog has roped in energy efficiency enabling organisation, the Alliance for an Energy Efficient Alliance (AEEE), as its knowledge partner to develop indices on energy consumption across four sectors –– transport, agriculture, industry and buildings. "Based on these indices, states will be ranked on their efficient use of energy," the official added. AEEE did not respond to ET’s email query.
The scorecard would comprise both qualitative and quantitative indicators, including policies and regulation, action plans, programmes and schemes developed by states, implementation of central and state government energy efficiency policies and schemes and energy savings achieved over the years.
India, had in October last year, ratified the Paris Agreement under which it plans to reduce its carbon emission intensity –– emission per unit of GDP –– by 33-35 per cent from 2005 levels over 15 years besides committing to producing 40% of its installed electricity capacity from non-fossil fuels by 2030. This would mean that India will have to shift significantly from coal-based power generation to renewable energy sources.
The ranking will be used to highlight energy efficiency efforts and achievements of all states, recognise leaders and encourage healthy competition among states and identify best practices in improving energy efficiency that can be replicated by other states.
